Leads Citadel’s domains in Research, Monitoring, Evaluation, Accountability and Learning (MEAL), and Leadership and Governance Advisory. With over a decade of experience across Sub-Saharan Africa, Michael brings deep expertise in feminist and participatory evaluation, theory of change development, outcome harvesting, and adaptive learning systems. His leadership ensures that our research and MEL approaches are evidence-driven, inclusive, and responsive to emerging contexts. Beyond technical implementation, Michael guides institutional partners in strengthening governance structures, strategic oversight, and board-level performance; embedding equity, ethics, and accountability across decision-making spaces

Michael Owende

Leads the firm’s domains in Records and Archives Management, Knowledge Management, and Capacity Building and Training. With over 15 years of experience in institutional records governance, digital preservation, and learning facilitation, Michael ensures that client organizations protect their institutional memory while building cultures of continuous learning. He oversees the development of electronic records systems, retention policies, and disaster recovery frameworks while also designing and delivering training programs tailored to organizational needs. His work bridges operational resilience and knowledge-driven development, ensuring that systems and people grow together.

Geoffrey Nyamongo

Steers Citadel’s work in System Development and Digital Solutions as well as Data Analytics and Visualization. A digital architect with more than 18 years of experience, Geoffrey leads the design and deployment of secure, scalable, and interoperable systems that support MEL, HR, records, and performance management. He also anchors Citadel’s data science capabilities, delivering predictive analytics, interactive dashboards, and geo-spatial intelligence that enable partners to transform raw data into actionable insight. His solutions prioritize usability, automation, and strategic alignment; ensuring that data systems empower, not overwhelm, institutions.
